Call for Expressions of Interest
Expert briefing on China and India’s engagement in Ethiopia
& its implications for conflict sensitivity
Saferworld is an international non-governmental organisation working to prevent violent conflict and help build safer lives. It is based in the UK with programmes in Europe, Africa and Asia. Saferworld promotes the development of policies to help ensure that international actors support peacebuilding. This includes advocating for more coherent and conflict-sensitive international engagement in conflict-affected states.
Saferworld will commission an expert to produce a background paper that describes the engagement of key international actors in Ethiopia, with a particular focus upon the roles of China and India.
Task
To provide Saferworld with:
a) a summary description of the engagement of key international actors in Ethiopia
b) a detailed and systematic description of the engagement of China and India in Ethiopia
c) a preliminary assessment of the implications for conflict sensitivity of the engagement of China and India in Ethiopia
Output
One paper (approximately 28 pages) produced by the consultant, which Saferworld will use to inform the development of the planned project on Ethiopia.

Methodology
The paper will be based on desk-research of open source materials and informed by the consultant’s own demonstrable experience and expertise of the topic.
Time-frame
The consultant is expected to spend 10 days working on the paper: 9 days drafting + 1 day responding to feedback from Saferworld.
The draft paper must be submitted to Saferworld by December 16th, 2012
Saferworld will provide feedback to the consultant by December 22nd
The final revised paper must be submitted to Saferworld by January 6th, 2013
Consultant profile
The consultant must have a demonstrable track record of research on Ethiopia and international relations, with particular expertise on the roles of China and India. S/he must also have clear understanding of the concept of conflict sensitivity; as well as of the international policy discourse on conflict-affected states, and development more broadly. S/he must have excellent English writing skills and experience of producing research papers.
